I don't know if you need to buy a PS3 to play GeoW, but most people do, as they don't have a computer capable of it. The vast majority of console gamers simply would never touch a gaming PC. And if you wish to play Halo 3, then yes, you'll have to run out and buy a 360.
Those 90%+ exclusives are helping the 360 massively outsell the Xbox, and the PS3's lack of exclusives thats preventing it from massively outselling the 360 from day one like everyone thought it would.
I would consider Fable2, Banjo 3, GeoW2, the only complete GTAIV and Too Human to be pretty compelling to a new Xbox 360 owner btw.
