All CoD games except some modes after a update in Black Ops 2 uses only P2P without any dedicated server... they have a server just to make the player list (and I'm not sure if the player list is made by PSN/Live servers).

It still needs a server for matchmaking. Matchmaking doesn't happen by itself, and I doubt it's possible to make matchmaking work via p2p. The point is, it seems that with this system, it seems that no game logic is handled on a server specifically set up for it, which is exactly the point of dedicated servers. Essentially this sounds like it's still one player hosting the game and the others joining on that server (see the edit in my first post explaining what a listen server is), not having a dedicated server. It might work, I can't really say, but it's not dedicated. It's spinning words to make it sound like it is to make it sound better.
