That "Dig Dug Dude" is a member of Devo from their Freedom of Choice tour when they wore black turtlenecks over their mouths and the red power domes. The "Race Car Guy" is Uma Thurman from Kill Bill, OR Bruce Lee, who Kill Bill stole the outfit from.
And row 13 is the Beatles from Sergeant Pepper's!!!
