Sony developer documentation details how Sony themselves recommend developers use 14 CUs for rendering purposes and the remaining 4 CUs in the GPU for GPGPU purposes because the efficiency of the GPU beyond 14 GPUs breaks down. And GPGPU stands for General Purpose computation on the Graphical Processing Unit, not discrete GPU as you attempted to imply.

Mark Cerny: "The point is the hardware is intentionally not 100% round. It has a little bit more ALU in it than it would if you were thinking strictly about graphics. As a result of that you have an opportunity, you could say an incentivisation, to use that ALU for GPGPU."
In layman's terms, beyond 14 CUs the GPU loses its efficiency. While developers can still use the 4 additional CUs for rendering, developers are better off using them for GPGPU.
But if you believe Mark Cerny is misinforming people, go for it.
