No one will fault you for getting a PS4, but I say wait it out. Dont be in a rush. IF you do buy the machine expect the associated costs. But since you have a Vita, you may want to get one.

Japanese games will mainly be shared between 3DS and PS4 and One sometimes ( and PS4 will have a good number of exclusive, more than PS3 )
OP, about PC power, you also should know that you will have to spend more in the futur to upgrade your current PC. ( around 700$ for a current PC)
That's not a problem you'll know if you buy a PS4 ( and we also know a 2006 PC cant run PS3 games like Uncharted, The Last Of Us or Beyond, it will be the same, a current PC wont be able to run PS4 games in few years )
