Well Turkey is also not in europe (just because 1/2 city is doesnt make it europe) So if Constantinople/Istanbul is the reason why Turkey could join the EU then Canada having some territory inside the EU (embassy) could also join.
This would just be fair.
Canada should join the EU ;) ( btw no need to get the euro the UK also does not have the euro)
