The attach rate of Wind Waker in Japan was higher than in NA. I really doubt its higher popularity translates into more than five times the sales. Also the 3DS had nearly the exact same install base as the Wii U currently has when OoT 3D came out. Install base isn't everything. Plenty of series see their sales decline even as the base grows larger. Happened to Zelda on the NES, GB, N64, DS, and Wii (though granted not always for the first week, but it certainly didn't scale significantly with install base. Skyward sword had 34x more Wii's to sell to, and it resulted in a 34% increase first week, and started to fall behind week two.)
