Are the GTA5 ratings as deceptive as the GTA4 ratings?

Well, I thought GTA IV was a complete bore and would have rated it a 7.5 or 8 tops out of 10.

So far I think GTA V, however, is an amazing game. Idk about 97% good, I'll have to finish it first.
