MS Says Xbox 360 Sales Were "Not Low" In Japan

I don't know if anyone really claimed that.

I remember there was a feeling amongst some members that things in Japan could change with the timed exclusive deals MS setup and some general excitement when the japan weekly sales came out. However, that never really panned out.

I also remember the PS3 was not expected to top 7m in Japan lifetime. It's sitting pretty on 9.5m now and still selling.
