No way of knowing as Nintendo won't release specs. The closest thing to actual specs as far as I know was the IGN leak of the dev kit specs http://www.ign.com/articles/2010/09/21/new-nintendo-3ds-hardware-info. We know from later X-Rays of the chips that the RAM was eventually doubled to 128MB and 6MB VRAM. So other specs may have changed since then as well. But from the leak we know that the GPU was clocked at a rather odd 133MHZ, which would lead me to believe that it is most likely based of the PICA200 Light rather than the full model. Aimed primarily at the mobile and embedded space and designed for low power consumption it seems like a decent fit. The Light model tops out at 166MHz which would explain the odd 133MHz spec of the 3DS dev kit. the Specs for the Light are Vertex performance: Maximum 12.7M polygons/sec (at 166MHz). Also the PICA200 uses a proprietary shader design which offers many advanced features including polygon subdivision (aka tesselation) which allows in theory devs to achieve much smoother and detailed models than it's raw specs would suggest, it also supports features such as normal mapping that allow devs to add more perceived detail. Given Nintenso's recent trend of utilizing tried and tested semiconductor tech with a focus on efficiency rather than raw power it's pretty safe to assume they they didn't go for the latest design available at the time.

Also the VITA doesn't have and AMD CPU silly it's an ARM core and AMD don't make them. Vita's sepcs aren't hard to find it's a Quad-core (one is reserved for the OS) ARM Cortex-A9 MPCore with a dynamic clock rate up to 2GHz (usually much lower) due to power and heat concerns, and PowerVR SGX543MP4+ GPU which is a slightly modified quad "core" variant of the PowerVR Series5XT wich a tri-core variant powers devices such as the iPhone 5. The Vita version has a variable clock rate ajustable by developers.Along with 512MB RAM + 128MB VRAM.
