Well. It's not luck on Soul Hackers. On SMT3 you can cancel out and go back in to transfer different skills. On Soul Hackers, the skills that are transferred are preset. There's no changing them at all. That's why I say it's like winning the lottery. It's rare.
Also what Osed said with SMT4. Plus when you fuse. Say you have all eight skills you want to transfer and don't want to keep any of the ones the new demon has. You can transfer all eight skills. Just click the ones you want to keep when fusion. Extremely simple. Press turn combat is also awesome, only on SMT4, SMT3, and Digital Devil Saga series.
