I don't even think it's going to sell that lifetime.

That'd be a wise prediction, the best selling on DS is 18m, that's why a 155m install base.

Interest in 3DS (thus everything that comes along with it) is much lower in Europe and America than the DS.

install base doesn't matter, Ruby/Sapphire sold almost 16mil on a half user base than Diamond/Pearl (GBA vs DS). XY can do 16-20mil lifetime

It matters because Pokemon isn't at the popularity it was back in the late 90's. Even wit the higher userbase DS versions still couldn't come close to the original. Now couple the lower 3DS userbase (permanantly) with the decline in popularity (relatively, it's still humungous of course) = nowhere near 20m.

Depends on whether or not Pokemon can regain its popularity by, say, making a major change or two. I personally would reccomend going the 3D route for once.

Oh wait...

If you were there back in 1998/1999/2000 you'd now it's impossible for it to get as popular or anywhere close.

The popularity of Pokémon back then wasn't only drived by the games. If anything the anime and the trading cards had an even greater impact. And that's not coming back.
