No, i dont think capcom USA would go to Capcom japan and in turn capcom japan would go to SCEJ so they would change SCEA decisions. That is unthinkable. Nowadays, with Sony offcials on twitter it would be completely doable though. But, this happened in a different time.

So Capcom JAPAN would put Monster Hunter 4 exclusively on the 3DS because Capom USA couldn't convince Sony USA to fix ad-hoc party?  Again, SCEJ would bend over backwards for Monster Hunter if they could.  So why wouldn't Capcom Japan to go Sony Japan and say "Get SCEA to fix ad-hoc party or else you'll loose Monster Hunter" instead of just throwing it on the 3DS exclusively without thought?  On top of that Capcom has no explanation as to why it's not on the Wii U either other than "The way that we work with Monster Hunter games is that we see them as single entities, so we don’t develop for one platform and then think about porting it to another platform".

Yet Monster Hunter 3G is perfectly acceptable as a multi because they want more people to play it?  They can't even come up with a good excuse for anything and you'll believe them when their PR man puts blame to Sony?

Because SECJ doesnt have the authority to change decisions made by SCEA. That can only be done by the head honchos of the company, wich werent in on the action here.

Why Capcom made the decision, is simply because as Sven said, Monster hunter is part of the company's global strategy. So, yes. Because of that Capcom had to procure different venues that were in accordance with their company strategy.

With that said, you have a peculiar idea of business if you think capcom can just go into SCE and blackmail them into doing what they want. Each company has their strategy and if they arent compatible they just have to find different partners.

Also i think capcom meant the main series entry when they said that quote you have there. Monster Hunter tri was a Wii exclusive at first aswell.

Let me get this right; SCEA has total autonomy against the execs in Japan?  These same execs who can reverse decisions made by their own company president?

Monster Hunter 3 G exclusively on the Wii U is a better global strategy than to have it multiplatform on the PS3 and 360? They can go out, make a game from scratch, for a company with a terrible onine infastructure, a game that's online heavy, is better than making a multiplat PS360 game?  Consoles who have a very robust online infastructure.

So to sum up: We have an online heavy game.  An online heavy game made esclusively from scratch for a console where online is an afterthought.  And that is a better idea than making a PS360 multiplat version for the global audience?  Think about that for a second.
