They need it to be though.  They need it to be the killer app for their console.

Personally, I think their console aspirations are pretty much "hopes & Dreams", but if they really mean business, then that's exactly what they'll do.....make it exclusive.

Whether they do or not will be a test of how serious they are about this Steambox or not.

I understand the argument, but not putting Half Life 3 on Windows means they could potentially pass on hundreds of millions of dollars. Maybe they'll skip consoles for a year, but not Windows.

Not bringing HL3 to Windows would also piss off much of their fanbase.

Not necessarily so bad, though: they could ship Steam OS exclusives with a quick and easy installer to turn existing Windows machines into Win/SteamOS dual-boot ones.
