I hear that argument a lot, but I genuinely believe the primary reason Japan is gung ho about Playstation is the games. PS1, PS2, and PS3 have had an edge on what Japanese consumers want. So naturally they're more excited about the PS4.
When the Xbox 360 was getting notable Japanese exclusives sales rised in Japan. But MS only paid for exclusives for a few years and sales declined. I genuinely believe the Japanese would embrace the Xbox brand it just had more exclusives they want. However, Japan simply isn't a market worth dumping a lot of money into.
The west is a better investment than the east. Look at Sony, they have a huge edge in Japan but they cater to western audiences much more.
