Yeah, Blu-ray was no DVD. VHS actually got fucked up over time, so aside from better quality image right off the bat, there was that long term functionality, normal people were dying to switch over. Not only that, DVDs were just as cheap, and often even cheaper than VHS.
On the flipside, very few of us had a HDTV back in 2006 due to how expensive they were, so functionally it was really no different than DVD for most of us, and the costs of individual Blu-rays were insane. Add to that digital video becoming the standard and the format never really had a chance.
