Expert: a person who has a comprehensive and authoritative knowledge of or skill in a particular area.
By definition it is of opinion. So much so, that the term "foremost" expert came about to distinguish expert experts from just plain ole experts.
Usually, it helps to have peers in the field deem you as an expert, so as to not have it be just your own opinion.
