Even the creators of Street Fighter IV said that things got too complicated prior to that game. They simplified the game and still added tons of stuff but they did make the game more accessible. A person who's great in Street Fighter IV would likely get their ass handed to them by a Street Fighter III player. The game was good but only those that spent hours upon hours training could have any fun. It's like Burnout or Need For Speed vs. Gran Turismo and Forza. There are gamers that just want to have fun!
