If we take both and compare them to San Andreas or Vice City, it's easy to see that GTA is no longer like those GTA games, and neither is Saints Row.
It could be said that RockStar decided to move on and reinforced the plot side on GTA games, making them more about a story and what happens. Meanwhile Volition decided to focus on the fun and crazy parts of San Andreas and "turn them to 11", resulting in games where the story takes a back seat and the crazyness takes the reigns of the game.

Every game from GTA 3 and all the GTA that followed, Max Payne and RDR are what makes up GTA V in gameplay. It's still like GTA 3, Vice City or even San Andreas, but its bigger and more lively. Rockstar never moved on, they just upped the ante with every game and took everything they knew to make the game better than the last. Sad to say they took a step back with GTA IV from San Andreas.

It's true what you say about where GTA V comes from, but its also true that past GTA games were more... wild. Do you see a GTA game now with the Massacre events of Vice City? No, they no longer have a place in the modern GTA games. But there was something similar in Saints Row 3 (don't know about IV, but I think they are there too).
GTA is in constant evolution, not revolution. And Rockstar now focuses more on story telling.

I still don't have the game. Too many games that I want to finish before getting it.
Look, The Balad of Gay Tony was fun, but not enough to call GTA IV a fun game. And the way I see it, GTA V is like having GTA IV and the 2 DLCs from the start. Still, having 1 character to do crazy things, doesn't mean that the core of the game is meant to be that way.

The game is as crazy as GTA gets. The storyline gets really, really crazy though. Franklin is the 'young buck' who Michael uses to do the things he can't do because he's old. Just wait for his first mission with Michael (LOL). Trevor just by nature is batshit crazy. You'll see when you play the game. There are going to be some very funny moments, thats all I have to say. It's not Saints Row crazy, but it hits you at the right time and makes sense instead of just being a random occurance. You will have to build up the shortcomings of the characters though. GTA V gives you all the tools to be as crazy as you would like to be, or perhaps you're just maturing and are getting a grip instead of playing the game like a crazy person when you were younger?
