If we take both and compare them to San Andreas or Vice City, it's easy to see that GTA is no longer like those GTA games, and neither is Saints Row.

It could be said that RockStar decided to move on and reinforced the plot side on GTA games, making them more about a story and what happens. Meanwhile Volition decided to focus on the fun and crazy parts of San Andreas and "turn them to 11", resulting in games where the story takes a back seat and the crazyness takes the reigns of the game.

Every game from GTA 3 and all the GTA that followed, Max Payne and RDR are what makes up GTA V in gameplay. It's still like GTA 3, Vice City or even San Andreas, but its bigger and more lively. Rockstar never moved on, they just upped the ante with every game and took everything they knew to make the game better than the last. Sad to say they took a step back with GTA IV from San Andreas.

It's true what you say about where GTA V comes from, but its also true that past GTA games were more... wild. Do you see a GTA game now with the Massacre events of Vice City? No, they no longer have a place in the modern GTA games. But there was something similar in Saints Row 3 (don't know about IV, but I think they are there too).

GTA is in constant evolution, not revolution. And Rockstar now focuses more on story telling.

This game is wild the storyline is just refined and the characters more focused. Have you played with Trevor? I can't even explain all the mayhem i've caused with this character. Theres no way I am going to Platinum this game on the first. One time I just picked Trevor and I was already in a high speed chase. LOL Each character is an outlet to a different psyche and they have different talents. Trevor has rage and can clear out a room of people with ease (hence why sometimes I turn off auto aim and just go to free mode because it helps with headshots but hes not dead on like MIchael, he just cuts through people, really), Franklin is the perfect driver and Michael is a dead on shot in a Max Payne kind of way. Nine out of ten shots michael makes its a head shot with free aim.

Rockstar has done something special, because most of the time when I switch characters there is something new to do and see.
