Don't buy a PC lol. Right now is THE WORST time to be buying a gaming rig. Unless you plan to go way over the console prices, your rig will not out perform them this November and it will really fall behind in a few years. Much smarter is buying a PC a few years into the gen so that it's fairly cheap to get better than console graphics.
What he should do is buy a PS4 or xbone close to launch when the console to pc graphics ratio is most favorable.
