Thinking back, I vaguely remember something similar with GTA4. Wasn't that game designed to be streamed off the disc instead of the HDD or something? I think the option to install was introduced after that game's release and it was one of a select few titles (along with Dead or Alive Xtreme 2 and Halo 3) that had problems. I think GTA4 was included but the ol' memory isn't what it used to be.
