well, pc version is already confirmed by amazon for 2 months or so... otherwise you couldn't pre-order it for so long there. it's even the bestseller for weeks in the pc section 
ps4 and not xbox one (if true) would be because of the paycheck sony gave rockstar/take2. part of the exclusivity deals sony has with the developers they showed on that presentation. walsufnir's signature is getting more and more true if it won't come to xb1^^
