Now look at a game that doesn't use realtime lighting or fully polygonal scenery. Ignore the vehicle or the location, that will take your eye off what you are looking for. Pay particular attention to the shadows under and in front of the vehicle.

What do you want to explain to me? The importance of day/night-cycle because Forza doesn't? I said it looks like Forza Horizon to me, which offered full day/night-cycle on 360. I don't get the purpose of your post. Both Forza and DriveClub are next-gen because they are not able on current-gen-systems. And what is full polygonal scenery? Are there bitmaps on Forza? :)
