I think a Nintendo Tablet + an optional Home dock (a lot like that Vita TV) are already heavily in development within their R&D.
Merging their handheld + portable divisions, the Wii U pad and the more tablet like 2DS form factor, ever advancing mobile chipset technology, etc. all seem to point to it.

Every now and then I see some people suggesting Nintendo should merge their handheld and home console divisions..do you think that would be a big mistake?

Well their divisions have merged already (as in their R&D ... it's all unified). If you're asking me should Nintendo ditch the 2 pillar concept to focus on a 1 pillar strategy ... there are pros and cons to that.
Maybe they could create some other kind of home pillar (ie: something based around virtual reality or something).
