In fact, unless the complainant wants to make a charge, often times no action is taken. If there's severe or traumatic injury, then the officer will probably take it upon himself. It isn't about right or wrong. It's really about what you think you can prove in court. No officer wants to go to court and look like a fool due to lack of evidence. the thing is Z was detained. I bet you no cops made the decision to arrest or not and it was the DAs call. To which he probably refused. The cops usually dont have a say who gets charges brought up. Thats the DA.

Nah, cops do have the say. DA's a busy man. Doesn't get involved in things like traffic, domestic disputes, etc. He's there for the big stuff. The officers have the option of going to the magistrate judge for anything not traffic related and pleading their case. Then he'll decide to if there's enough evidence . At least that's how it is in my area.
