Cops number one priority isn't making an arrest. That's the last thing they want to do besides discharge their firearms (good cops, that is). They just want to keep the peace. In fact, unless the complainant wants to make a charge, often times no action is taken. If there's severe or traumatic injury, then the officer will probably take it upon himself. It isn't about right or wrong. It's really about what you think you can prove in court. No officer wants to go to court and look like a fool due to lack of evidence. the thing is Z was detained. I bet you no cops made the decision to arrest or not and it was the DAs call. To which he probably refused. The cops usually dont have a say who gets charges brought up. Thats the DA.
