Modern Warfare 2 was $40-50m production + $200m marketing and I don't think they have scaled back since then....
The most expensive videogame ever if we are including MMOs is WoW anyway. The ongoing advertising, servers and support costs are probably in the billions by now. I mean in 2012 they layed off 600 people because WoW lost a couple million subs, before the cuts they employed 4700 people most of which worked on WoW we are talking hundreds of millions a year.
