I don't think you understand how incredibly popular the PS4 is. He is saying for this year, correct? The PS4 already had over 1 million pre orders with 3 months left to launch and that number will continue to grow. 

2things, 1. Supply! You, me, the world beside for Sony doesn't knows how much they are shipping. 2. Your underestimating 2DS. Its $129.99, that right there can go down to $99 for holiday. There is pokemon, nothing on ps4 will compare with pokemon in sales my friend.
