I think it's because the "regions" that PS3 has the biggest advantage over 360 in, "other" and Japan, buy far, FAR less software per unit than western countries for two different reasons:

Other because these are generally poorer countries that pirate nearly all their software as the norm

And Japan because there is far less Japanese centric software on consoles than there was in the past. It is now a very western taste centric industry as far as consoles go, so while they all bought for the latest Final Fantasy/Gundam/Dynasty Warriors game they had to have, there was very little else that appealed to them as much as what appeals to western gamers.

The 360 still has a 10.4 million lead over the PS3 as far as the major western regions go (North America and Europe), and if we are to assume 80% of the console software coming out is made by westerners with western tastes FOR westerners, then the 360 is obviously left with a pretty considerable software advantage.
