If we really want to break down what is said in this tweet. You have a guy who is not working on any development between the PS4 and X1. He talked to some people who told him the difference between the X1 and PS4 is 50%. Not knowing if the people he talked with are working on games between both hardware is hard to determine. For all we know, the people he talked with heard something from someone else who then read something on a forum.
Personally, I rather hear from developers who are actually working on both hardware. Who actually have practical experience working with both development environment. We probably will not get info from those people until the both the X1 and PS4 ship.

Since War Thunder is not a game coming to both platforms, they fall under the same thing I stated. I rather hear from Devs who are developing on both platforms instead of one telling me about how the specs makes one more powerful than the next. I remember the dev for Need for speed stated once they got both consoles they were surprice at how powerful both were. This tells me that just going on specs might not tell the complete story. The Gaijin comments are clearly based on the released specs and GDDR memory instead of actually having both console and developing on both.
I am not dismissing his comments just that they are based on no experience with actual hardware which I would take more stock.
