It shouldn't come as a surprise, that the majority of the Steam-PCs "are weaker" than the XBO and PS4 (which you can't buy yet!).
Only a few games need that kind of power, most games work fine in FullHD with specs between PS3/360/WiiU and PS4/XBO... so why should they upgrade now?
When more and more demanding PC games arrive, people will upgrade... until then the hardware prices will decrease steadily. And IF you finally decide to upgrade your system, many of your older games will profit from the additional power.
