Yes, AFAIK. It's a trilogy. 

You also have to play the the first trilogy first last time I heard before you can play TiTs. I am currently on the process of finishing the first 3 first before I play Tits.

I started at TitS on my Vita, never playing a Legend of Heroes game and it is all understandable. Little pieces in the other games maybe hint at things in this one but you don't need to play any of the other titles to play the Legend of Heroes: Trails in the Sky. But to play 2nd Chapter you need to play the first part or you'll be completely lost
