This does not mean anything until we know what the pre-orders were before hand. Real world example
When Blue Dragon released in Japan for the 360, the consoles sales increased by 784%. That sounds very impressive but when you look at the hard numbers, not so much.
4k sales to just over 35k.
People use percentages because it looks better. An increase is an increase though, which should not be scoffed at.
