oh really, i only didn't want transfers cuz of cheated pokemon, now this does all of us both favors!

Well, there is cheating and cheating.

The only cheat code I use is all-31IVs, which I think is not really unfair.

Do you think these Pokémon will be able to be transferred ?

Unfortunaltely Im not too familiar with pokemon battling. Right now Im hyped for X/Y so I really try to get into competitive battling. So if I understand correctly .. you want to push all individual values of a pokemon to the maximum through an external software? like having a shiny pokemon??

However .. the algorithms that recognize cheated pokemons analyze the code of a certain pokemon . An external software simply changes some values to obtain changed IVs. These changed values wont fit to the rest code and hence your pokemon is recognized as cheated (probably there are also some hashing functions inside). I heared that they have pretty good algorithms to recognize cheated pokemons. They banned quite some people at the last event.

Short answer: No transfer!
