No, that's free like always. You have to pay to get access to the Pokebank. Thats 500 Yen per year = $ 5 per year = 42 c per month. 

I understood that Poké Transport will only allow you to put gen5 pokés in Poké Bank. How can you take them back to X/Y without access to Poké Bank ?
