I think you are reading it wrong. To have a stable Gaikai-Service in Europe you have to have good peering-partners and -points which involves a lot of contracting and money. You perhaps also have to pay for CDNs like Akamai so that no matter what ISPs your customers have the Gaikai-Service is not a problem. Of course Sony can't change your internet access but they have to do everything so that it's not their fault.
