Yea, the transition from 7th-8th gen isn't as dramatic as it used to be, so devs are still using the same game engines, and the same IP's. I mean Call of Duty and Battlefield are right off the bat going to do well on the PS4/One, so there isn't much incentive to make a new IP.
Then again, there are more then just 2 new IP's. There's Titanfall, Destiny, Wonderful 101, Tearaway, Freedom Wars, Bravery Default, Drive Club, Puppeteer, and Cyberpunk. 11 is what I count
Also depending on the game design on "X" it could could as a new IP. XenoSaga was very very different from XenoGears, and XenoBlade was very very different from XenoBlade. None of the plots overlap, but then you could relate this to FF since every FF is fairly different and unrelated.

OP: It's nice to see X up so high. It was so hard to vote this month, with GTA V gone, I really don't have a 5th game which I'm hyped for. Like JEMC said, it's all sequels, and what's worse is most of the earlier releasing titles are shooters (Battlefield, CoD, Killzone, Destiny, Titanfall, etc).
