Concurrent users mean people playing the game at the same point in time. It's not the same as amount of subscribers

Since subsribers are paying monthly, I would think they are concurrent, why would you be paying and not playing?

 

Not every subscriber plays the game at the same time. I know many people despite paying for WoW, hadn't touched it in months.
