The install for textures, etc (similar to X360) could be on Wii U as an option. Those with space and who care, can. Those without, can't.
To your original post... HDD is stupid to add. For $350 I can get a new Wii U with Zelda and 2x the storage space that a bare bones PS4 will come with for an extra $50.
