In Japan, Vita started getting a few higher-profile games while PSP got its last batch of "major titles". Both of these events occurred around the price cut.
In Europe, PSP hasn't had any new games for years, pretty much. It's selling on dirt-cheap UMD's and a wi-fi-less "budget" model (E1000). In turn, Vita is getting a price cut but doesn't really have any software to back it up (nor are older Vita games particularly cheap at the moment).
So no, I don't think so.
