Because they're playing the Wii U version off the review copy disc (which obviously Ubisoft didn't bother optimizing, because plenty of other games don't have this issue), meanwhile the PS3 has a mandatory HDD install, and 360 was running the default low-quality graphics version (HD graphics required an install as well). If you want faster loading times, download the game from the e-shop.
