Nintendo will probably make one good game that makes use of two Gamepads, and I agree with the person who said a $99 Wii Sports U/Gamepad bundle or maybe a Wii Play U/Gamepad bundle for $99 being likely titles that could make use of such a thing. Other than that though, Nintendo won't make any other games where that's a focal point because it's too expensive to ask customers to buy a 2nd Gamepad. Same reason third parties won't ever make games that support 2 Gamepads.

And to be honest, at the moment games that support two Gamepads are the LEAST of Nintendo's concerns. First they've gotta get through this holiday season and hopefully gain some sales and momentum that they can carry into next year and fuel even more growth with a price cut and the release of Mario Kart 8 and Super Smash Bros. Here's hoping they can pull it off. If they can't, then Wii U will basically wind up being another Gamecube...a system deserted by third parties, with sluggish/anemic sales, but which barely stays afloat through a solid/strong slate of first party titles. At least 3DS and Pokemon will keep them profitable for the foreseeable future, regardless of the Wii U outcome.
