I want to answer your other questions too. First off, regarding the Namco characters, I have to make a correction:

http://en.wikipedia.org/wiki/Mario_Kart#Playable_characters

The two arcade games actually contain four (not two) characters from Namco-Bandai. Obviously the only reason why they were put into the games is because Namco co-developed the game (*EDIT: I think I can trust Rubang, Namco fully developed the game with license of Nintendo*). It's not an unusual practice to use cameos in co-operations like this.

Next up: R.O.B., he isn't a character of a game, but an accessory for the NES. Basically he is a neutral "character" which can be put in a lot of games in one form or another.

Lastly, Diddy Kong: Remember Double Dash, a special item was given to each pair of characters. Now besides Donkey Kong, who would you add to the roster as second character to use a giant banana peel? Donkey Kong Jr. was in Super Mario Kart, but he isn't a popular character (also the reason why he was replaced by Donkey Kong ever since MK64), so why not just use Diddy Kong instead, a character starring in several popular games before? He fits into the game quite well, don't you think? Toadette was thrown into the mix for the same reason, a second character to have the same special item as Toad.

I agree that these characters fit while samus/link don't but the whole point of bring these characters up was to prove the statement that only characters from the mario universe are in mario kart.

Which makes me wonder how you could forget about the Miis in Mario Kart Wii.

Oh I didn't notice them. LOL.
