Why isn't samus in a mario kart game?

I could name 4 exceptions to the rule that they have to be in a mario game not as a cameo.
1 Diddy Kong
2This only counts if you count the arcade mario kart games Ms Pac-Man
3Mametchi this also only counts if the arcade version of mario kart works

That is still enough to allow other exceptions. Also if you say the arcade versions don't count they were developed by namco/nintendo so they should.
@ blaydcor I just wanted to prove you guys that when there is a rule there most likely will be an exception. SO there is no reason why samus can't be in a mario kart game if characters that didn't appear in one game are in it.
