Except for the fact that she did get physical with him.  She physically grabbed him and forced his grip away from hers. 

ANY kind of active physical (as in making contact) hinderance of a legal arrest is grounds for physical use of force.

Again, otherwise you'd just have people paid to gently physically restrain police officers at the scene of a crime.

 

You can't physically initiate contact with the police in an attempt to stop a just arrest.  That should be obvious.

as I said many times, he could have used pepper spray or the gun. but he used agression without need and should be punished for it.
