I would say no then. The negatives state exactly what your worried about. Additionally, the big sellers usually push customers into giving good scores. That's why I arbitrarily use 99.5% for a good rating (unless I'm fine with the negatives) because ebay is stupid in that it allows the seller to rate the buyer as well. So I will never give a neutral rating, and I have to feel completely screwed in the transaction before I give a bad rating. Because my rating will most likely be going down too even though I did nothing wrong.
I like ebay alot and make several purchases on it. But sometimes it's just worth it to pay 10-20% more and not have something that isn't what you want.
