Considering Diamond and Pearl nearly resembled the GBA games and still pulled 18 million, I think considering this is the first truly big upgrade for the main series (imo) with a similar number of 3DS out there compared to the DS at this point in it's life and hype bigger than anything I ever remember for Diamond/Pearl...
Hitting 21 million could very well be doable.
