It's certainly possible to get in the realm of that amount of money without any kind of reputation behind you:
But you have to be offering a project people want. Not a lot of people seem to want this; or if they do, then not enough to open up their wallets.
The closest parallel to this that I can see is Planetary Annihilation. Spiritual successor to a game made by the original devs. But again, people seemed to want that project whereas they don't seem to have much interest in this one.
And I do suspect Dyak's presence in it has a large amount to do with that.
All that said, I do agree with you that they should try and find a publisher for this.
