Local multiplayer shouldn't be a big problem, and could be done in 2 ways: Both players on the TV (with split-screen), one playing with the gamepad with the map, air meters, etc. and the other playing with the Pro controller or wiimote+nunchuk; the other option would be one playing with the TV and the  Pro controller/wiimote+nunchuk with all the HUD on screen with the other playing using the Gamepad and its screen like an off-TV mode.

About the dangerous animals, it depends on what you want to do with the game. If they want it to be relaxing and easy to play then they should leave them as they are (after all, every time you are attacked by a shark or an electric eel you lose air), but if they want something more realistic, then I agree that they should make their attacks something more concerning, but without health bars or anything like that.

I think splitscreen would be the best. That way both players could use a gamepad each, and have all the features. 

I think the idea about loosing air instead of healt bars is great, but the animal behavior is he problem. They should have two modes to play the games in, "casual" and "hardcore." The casual one plays like Endless Ocean 2 when it comes to the dangerous aimals, while the hardcore one make them a challenge. If you remember ciceros strait, there were some shipwrecks with around 5 sharks swimming above all the time. But you could just swim through, without getting hurt at all. That was a bit too dull. But it would be great if we could change these modes when on land, so if you wanted a bit of a challenge, you could plug it on, but if you just wanted to relax then you could just turn on casual.
